For the Bolivian province, see José Miguel de Velasco Province. In this Spanish name, the first or paternal surname is Velasco and the second or maternal family name is Franco. José Miguel de Velasco Franco (29 September 1795 – 13 October 1859) was a Bolivian general and politician who served as the 4th President of Bolivia for four nonconsecutive terms. He served twice on an interim basis in 1828 and 1829, once constitutionally from 1839 to 1841, and once as de facto president in 1848. He, along with Víctor Paz Estenssoro, served as president more times than anyone else. In addition, he served as the 2nd Vice President of Bolivia from 1829 to 1835. During the third, and longest, of his temporary periods in office he approved a new constitution for Bolivia. Notes ^ Interim president from 1–31 January 1829. Vice president acting for Andrés de Santa Cruz from 12 August 1828. ^ Velasco was elected provisional vice president of Andrés de Santa Cruz on 12 August 1828 but spent his term as acting president for Santa Cruz who never arrived to take office. Already acting president since 1 January 1829, Velasco was reelected vice president on 31 January but only took office upon the arrival of Santa Cruz on 24 May.
